Birthday parties, there are so many and they are expensive when buying gifts. Is it okay to not go when they are not close friends?

My 2nd grader refuses to do her homework. Is this normal? It is a struggle every.single.day. The assignment can be something as simple as read for 5 mins., she will read for 3 mins. Math hw: Complete pages 1 and 2. She will complete page 1 and refuse to do 2. What am I missing? What could be the reasons for this? She has no learning disabilities that I know of.
